Can Background Checks provide a second useful service?

There is a well-known phrase in America, "The only way to stop a BAD person with a gun is to be confronted by a GOOD person with a gun."


But who are the "good people?" A good start to answer this question is to make note of all the Americans who have passed background checks, normally pursuant to employment; such as every person who works at every school nationwide.


When the state government completes an acceptable background check, send them ALL a wallet-size plastic card that is, in fact, a permit to Carry a Concealed Weapon. The recipient might throw the card away, and/or never purchase a gun; fine. But some of these decent people WILL buy a gun, and America will be safer for it. The fee that applicants pay for the security check could be increased by Three Dollars to pay for the wallet-size permit.


There have already been some hair-pulling moments involving a few people with CCW permits. They have been at places, such as a mall, where a bad person with gun is shooting people. The background-checked people had with them the small plastic CCW Permit card, but they will be forever agonized because they left their legal pistol home; definite misery and agony for the rest of their lives.


Anyway, if/when the permit holders ever decide to purchase a weapon, they will simply comply with the procedures imposed by their state and local governments, most of which are unconstitutional to begin with.
